First post-World War II president of the Alpine Association of Slovenia. Renowned expert in mountaineering equipment and safety. Authored numerous papers, articles, and books on electrical engineering and mountain safety. Successfully proposed Tesla as the SI unit for magnetic field strength in 1960. Co-invented an avalanche beacon.

- Avalanche beacons in Slovenia are called 'woodpeckers' (žolne) in honor of Avčin and Anton Jeglič, due to the woodpecker sound they emit.
